Do ADUs pay impact fees in Sacramento?

Updated November 2026

Not if the ADU is 750 square feet or less of interior livable space: California law bars impact fees on those units, and junior ADUs of 500 square feet or less are exempt too. Larger ADUs can be charged in proportion to the main home. Permit and plan check fees still apply.

Why the Shelf Ready plans stay under 750

The city sized its free plans below that line so owners avoid impact fees.

What else may apply?

  • Building permit and plan check fees.
  • School fees, which are handled separately and change with size.
  • Utility connection costs when a separate meter or a larger service is needed.
